Test In 2023, after the last mandate of the DFA regarding the banning of women’s activities and work on December 24, 2022, all the activities of the DAWEO were stopped for a while. Because women were officially banned from work, continuing their activities was risky. DAWEO started online activities to solve this challenge. From January to May 2023, all activities were carried out online. Online services are provided in health and psychosocial counselling, as well as follow-up with the GBV cases that were previously registered. DAWEO provided online psychosocial and health counselling to the 60 women, and we followed up with 28 GBV cases. and 12 in-person cases in the psychiatric section. As these 12-person problems were so serious, we preferred to meet them in person and provide treatment and in-person counselling.
A new contract between DAWEO and Unwoman was signed in July 2023. This initiative is called Health and Economic Empowerment (HEE). The main goals of this project are to change the societal mentality and awareness of Islamic law, health, psychosocial issues, and education, which are continuously scrutinized, attacked, and questioned. To promote the capacity of CSOs, NGOs, and government employees in Afghanistan through a multifaceted and knowledge-based approach. Women and girls with mental diseases and issues are the primary target.
Women’s health services are also available at the HEE Centre. 600 women in the health department, 600 women in the psychosocial department, 600 women in the vocational training department, and 300 men will benefit from psychosocial counselling services. Nine rounds of seminars will be held for 540.

The vocational training was in the three sections of:
- Food processing
- Embroidery
- Dairy products
This project is implemented in Bamiyan and Paktia provinces. Vocational programs are conducted home based in villages. These programs are performed by supporting the community members and local elders in the villages. Despite all the restrictions from the DFA and the relevant ministries in the project implementation and also signing the MoU with the relevant ministries and sectors, we were able to achieve the set target according to the plan.
DAWEO also got GBVSC membership with UNFPA this year.
